In a brief set of remarks Thursday evening, President Obama praised former South African President Nelson Mandela, who died Thursday at age 95, as a singular figure who pursued a noble set of ideals at great personal cost, and managed to see them become reality.

The president began by recalling how Mandela said at the close of his 1964 trial that he had resisted both white and black domination with equal force: "I've cherished the ideal of a democratic and free society in which all persons live together in harmony and with equal opportunities.
It is an ideal which I hope to live for and to achieve. But if needs be, it is an ideal for which I am prepared to die."
"Nelson Mandela lived for that ideal and he made it real," Obama continued. "He achieved more than could be expected of any man."
Calling him "one of the most influential, courageous and profoundly good human beings that any of us will share time with on this Earth,"

Obama said the fact that a human being could go from being imprisoned to the leader of his country "embodied the promise that human beings and countries can change for the better."

Obama, who met Mandela once while serving in the Senate, noted that his first political act was to join in a campus protest against apartheid as a college student.

"I am one of the countless millions who drew inspiration from Nelson Mandela's life," he said. "I would study his words and his writings. The day he was released from prison, it gave me a sense of what human beings can do when they're guided by their hopes and not by their fears. And like so many around the globe, I cannot fully imagine my own life without the example that Nelson Mandela set. And so long as I live, I will do what I can to learn from him."
The president praised Mandela's unique personality, noting, "As he once said,

'I'm not a saint unless you think of a saint as a sinner who keeps on trying.' "

And Obama suggested that he and others would have to try to advance the late leader's ideals, even if they might never measure up to his example.

"We will not likely see the likes of Nelson Mandela again, so it falls to us as best we can to [forward] the example that he set — to make decisions guided not by hate but by love, never discount the difference that one person can make, to strive for a future that is worthy of his sacrifice," the president said.

"For now, let us pause and give thanks for the fact that Nelson Mandela lived, a man who took history in his hands and bent the arc of the moral universe towards justice. May God bless his memory and keep him in peace."

There's An Electronic Currency That Could Save The Economy — And It's Not Bitcoin

The United States has been marred in slow economic growth and a weak recovery for years now. Unemployment remains high. This is despite extraordinary efforts by the Federal Reserve to stimulate the economy. This drawn out period of low inflation and high unemployment has gotten more and more people talking about a "new normal" of mediocre growth.

Economists have been looking for ways to give central banks more power to combat recessions and prevent these long, drawn out recoveries. Larry Summers laid out this major impending economic challenge in his recent speech at the IMF. Normally, when a recession hits, central banks cut interest rates to incentivize firms to invest and to spur economic growth. But when interest rates hit zero, those banks lose one of their most important tools to combat recessions. This is called the zero lower bound.

Hitting the zero-lower bound means that interest rates cannot reach their natural equilibrium where desired investment equals desired savings. Instead, even at zero, interest rates are too high, leading to too much saving and a lack of demand. Thus we get the slow recovery.

Until recently, we hadn't hit that bound. But since the Great Recession, we've been stuck up against it and the Fed has been forced to use unconventional policy tools instead. What Summers warned of is that this may become the new normal. When the next recession hits, interest rates are likely to be barely above zero. The Fed will cut them and we'll find ourselves up against the zero lower bound yet again and face yet another slow recovery.

So what's the answer?

University of Michigan economist Miles Kimball has developed a theoretical solution to this problem in the form of an electronic currency that would allow the Fed to bring nominal rates below zero to combat recessions. He's been presenting his plan to different economists and central bankers around the world. Kimball has also written repeatedly about it andwas recently interviewed by Wonkblog's Dylan Matthews.

"If you have a bad recession, then firms are afraid to invest," he told Business Insider. "You have to give people a pretty good deal to make them willing to invest and that good deal means that the borrowers actually have to be paid to tend the money for the savers."

But paper currency makes this impossible. 

"You have this tradition that as it is now is enshrined in law in various ways that the government is going to guarantee to all savers that they will get [at least] a zero interest," Kimball said.

If the Fed lowered rates below zero in our current financial system, savers would simply withdraw their money from the bank and sit on it instead of letting it incur negative returns. The paper currency itself — because it's something that can be physically withdrawn from the financial system — prevents rates from going negative.

This is where Kimball's idea for an electronic currency comes in. However, unlike Bitcoin, which prides itself on its decentralization and anonymity, Kimball's digital currency would be centralized and widely used. He would effectively set up two different types of currencies: dollars and e-dollars. Right now, your $100 bill is equal to the $100 in the bank. If you're bank account has a 5% interest rate, you earn $5 of interest in a year and that $100 bill is still worth $100. But what would happen if that interest were -5%? Then you would lose $5 over the course of the year. Knowing this, you would rationally withdraw the $100 ahead of time and keep it out of the bank. This is where the separate currencies come in.

"You have to do something a little bit more to get the negative rate on the paper currency," Kimball said. "You have to have the $100 bill be worth $95 a year later in order to have a -5% interest rate. The idea is to arrange things so let’s say $100 in the bank equals $100 in paper currency now, but in a year, $95 in the bank is equal to $100 in paper currency. You have an exchange rate between them."

"After a year, I could take $95 out of the bank and get a $100 bill or if I wanted to put a $100 bill into the bank, they would credit my account with $95."

Got that? After a year of a -5% interest rate, $100 dollars are equal to $95 e-dollars. This ensures that paper currency also faces a negative interest rate as well and eliminates the incentive for savers to hoard dollar bills if the Fed implements a negative rate. Presto! The zero lower bound is solved.

The benefits of this policy go even further though: We can say goodbye to inflation as well.

"Once you take away the zero lower bound, there isn't a really strong reason to have 2% inflation at this point," Kimball said. "The major central banks around the world have 2% inflation and Ben Bernanke explained very clearly why that is. It's to steer away from the zero lower bound."

He's right. Back in March, Ryan Avent asked Bernanke why not have a zero percent inflation target. Bernanke answered, "[I]f you have zero inflation, you’re very close to the deflation zone and nominal interest rates will be so low that it would be very difficult to respond fully to recessions."

But if nominal interest rates are allowed to go below zero, then the Fed has ample room to respond to recessions even if rates start out low. This is another major benefit from eliminating the zero lower bound.

What Kimball, whose blog is titled Confessions of a Supply Side Liberal, is most excited about is moving beyond the demand shortfall the economy currently faces to the supply side issues that hold back long-term growth.

"If you care at all about the future of this country, one of the things you need to realize is we need to solve the demand side so we can get back to the supply side issues that are really the tricky thing for the long run," he said. "The way to solve the demand side issues that is the most consistent with not messing up our supply side is monetary policy and making it so we can have negative interest rates."

At the moment, e-dollars are still only a theoretical concept, but Kimball is hopeful that they could be put into action in the near future. He believes that if a government bought in, it could be using an electronic currency in three years and reap the benefits of it soon after. 

"This is going to happen some day," he concluded. "Let me tell you why. There are a lot of countries in the world and some country is going to do this and it's going to be a whole lot easier for other countries to do it once some country has stepped out."

TV presenter sparks outrage with photo of dead lion she 'stalked and killed'

Melissa Bachman posted a picture on Facebook of her posing next to the animal, saying she had an "incredible" day hunting

A TV wildlife presenter is facing a barrage of criticism after posing with a lion she claimed to have shot during a hunt in South Africa.

Melissa Bachman - who presents American hunting show Winchester Deadly Passion - posted a picture on her Facebook account which showed her holding a gun and smiling next to the apparently dead male lion.

The image was posted along with the message: "An incredible day hunting in South Africa! Stalked inside 60-yards on this beautiful male lion... What a hunt!"

But the photograph led to a storm of criticism online, with the presenter branded "heartless" and "shameful".

Twitter user Gareth Pike said: "I've absolutely no words for this Melissa Bachman character.

"If she gets enjoyment from this then there is something seriously wrong."

Lisa Edwards added: "Shocked to read about Melissa Bachman, happily hunting beautiful animals in SA for entertainment. Shameful."

Even comedian Ricky Gervais expressed his disgust at the image, tweeting:

Bachman's own Twitter account now appears to have been closed down.

In South Africa, the picture has also prompted an online petition which calls on authorities to stop her going back into the country.

It has already gathered more than 7,000 signatures, and says: "[Bachman] is an absolute contradiction to the culture of conservation this country prides itself on. Her latest Facebook post features her with a lion she has just executed and murdered in our country.

"As tax payers we demand she no longer be granted access to this country and its natural resources."

A rare solar eclipse allowing a view of the Sun that is totally or partially blocked by the Moon has taken place.

It was first visible in the southern United States, before sweeping east across the Atlantic Ocean and the African continent.

The US space agency, Nasa, said the greatest total eclipse occurred over the Atlantic Ocean.

One of the best views was in northern Kenya, where tour companies organised trips to view a total blackout.

Local myths there attribute the event to the Moon eating the Sun.

Partial views were available in eastern North America and southern Europe.

This solar eclipse was a rare occurrence in that it was "hybrid" - switching between an annular and total eclipse.

In a total eclipse, the Moon completely covers the sun, while an annular eclipse occurs when the Moon is at its farthest from the Earth and does not block out the Sun completely, leaving a halo of sunlight still visible around the Moon.

The eclipse event began about 1,000km (620 miles) east of Jacksonville, Florida with an annular eclipse visible for four seconds at sunrise.

As the Moon's shadow raced east the eclipse switched from annular to total along a narrow corridor.

The greatest total eclipse occurred in the Atlantic Ocean, approximately 330km south-west of Liberia, and lasted for more than one minute.

The eclipse continued across Africa through the Congos until it passed through northern Uganda and northern Kenya, ending in southern Ethiopia and Somalia.

Either side, a partial eclipse was seen within a much broader path including eastern North America, northern South America, southern Europe, the Middle East and Africa.

Experts warned that no-one should attempt to view the Sun with the naked eye.

A safe view of eclipses can be obtained by using special welder's glasses or a pinhole camera.

A new $100 bill, the world’s most popular banknote, starts circulating today

If there was ever a backdrop for a heist film, the last few weeks would have been it. In preparation for the launch of the new $100 bill, pallets of millions of dollars worth of bank notes emblazoned with Ben Franklin’s visage arrived in US Federal Reserve banks across the country. The new C-note is chock-a-block with fancy security features, including:

• A blue “security ribbon” with images that look like they’re moving when the note is tilted
• An image of a copper inkwell, with a holographic Liberty Bell inside that turns green when tilted

Here’s what it looks like.

Of course, its unclear how long these high-tech banknotes will stay in the country. As we’ve told you before, the working theory is that a large chunk of US $100 billsfinds its way outside of the US. (Though, incredibly, there are few good answers about exactly how much.) And the growth of foreign holdings of $100 bills is one of the main reasons that the share of US currency outstanding denominated in $100 remains near 80%. It was 76.6% at the end of 2012, up from 75.5% in 2011, according to the Federal Reserve. The $100 bill is the world’s most popular bank note.

So when will you see one? It’s really up to the banks. The notes started circulating today. And that basically means that banks who put in new orders for paper currency to the Federal Reserve will start getting the new bills today. But it’s up to the banks to dole them out over time. So it could take awhile before they start appearing more broadly in circulation.

Oh, and it might pay to take a look at the serial numbers on the bills when you finally do get them. Currency collectors prize bills with so-called fancy numbers. (Those are especially low serial numbers or other strings of digits that are particularly distinctive.) The fanciest of them all would be the redesigned $100 note with the serial number 00000001. That could be worth as much as $15,000,according to the Boston Globe.

I'm delighted to support this year's Black History Month - now in its 26th year of celebrating the achievements, culture and history of African-Caribbean people in the UK. Coming in the same year as the 50th anniversary of Martin Luther King's "I have a dream" speech it is fitting that this year's themes are social mobility and young people.

Half a century on from that historic and inspiring speech we, as a nation, must ensure that young people, regardless of their ethnicity or background, have the opportunity to reach their full potential.

I passionately believe that everyone should have a fair chance at life in Britain today. We are in a global race and we need to nurture all our brightest and best talent so that we can succeed as a nation.

I'm pleased to see that so much of that talent is being realised by Britons of African-Caribbean heritage, whose young entrepreneurs and businessmen and women are spearheading our country's economic recovery at the ground level. It's no surprise that over a third of all new business set up under our Start Up loans initiative in the past 12 months have come from black minority ethnic entrepreneurs.

This year also marks the 65th anniversary of the arrival of the Empire Windrush in 1948. I pay tribute to the Windrush generation and praise their fortitude and determination in overcoming those unjust hardships and challenges.

Those early migrants did so much for our country, and paved the way for their children and subsequent generations to make enormous contributions to Britain in the 21st century.

I wish everyone taking part in fantastic events up and down the country all the best.
